L’indicateur du nombre de ménages est le nombre d’enregistrements dans l’ensemble de données (c’est-à-dire le nombre d’adresses) dont le nombre d’habitants n’est pas égal à «0» ou «NoData (-99)». Les adresses pour lesquelles le nombre d'habitants est égal à 0 sont des adresses de la base de données CRAB qui n'apparaissent pas dans le registre national et où personne ne vit. Les adresses dont la valeur est «NoData» sont des adresses pour lesquelles le nombre d’habitants n’est pas connu exactement. C’est le cas, par exemple, des sous-adresses dont la population dans le registre national n’est connue qu’au niveau du numéro de maison et non par sous-adresse. Selon cette hypothèse, le nombre total de ménages en Flandre est inférieur au nombre total de ménages déclaré par le SPF Économie. Pour cette différence, l’ensemble de données est corrigé au niveau des municipalités sur la base des statistiques du nombre de ménages par municipalité. Pour cela, la somme du nombre de ménages par commune est d'abord faite sur la base du fichier de points. Par la suite, le facteur de cette somme par rapport au nombre déclaré de ménages est calculé par Statbel. Ce facteur est ensuite appliqué à tous les points d'adresse. Par exemple, si, dans une municipalité donnée, 5 % de ménages en moins sont calculés sur la base du fichier de points par rapport aux statistiques StatBel, le nombre de ménages sera augmenté de 5 % à chaque point. Ce fichier de points corrigé est ensuite mis à l'échelle jusqu'à une résolution de 1 ha en faisant la somme du nombre corrigé de ménages pour chaque cellule d'hectare. De dataset van de bevolking beschrijft aan de hand van een puntenbestand de locatie en het aantal inwoners per adres. Dit bestand wordt aangemaakt door Digitaal Vlaanderen (DV) aan de hand van gegevens uit het Rijksregister. De locatie van de adressen wordt bepaald door een geocodering van de adressen op basis van CRAB (CRAB inwonersaantallen versie 0.1). Als proxy voor het aantal huishoudens wordt het aantal records in de dataset gebruikt (i.e. aantal adressen) waarvan het aantal inwoners niet gelijk is aan ‘0’ of ‘NoData (-99)’. Adressen waarvoor het aantal inwoners gelijk is aan 0, zijn adressen uit de CRAB-databank die niet voorkomen in het Rijksregister en waar dus niemand woont. Adressen met een ‘NoData’-waarde zijn adressen waarvoor het aantal inwoners niet precies gekend zijn. Dit is bv. het geval voor subadressen waarvan het inwonersaantal in het Rijksregister enkel gekend is op huisnummerniveau en niet per subadres. Het totaal aantal huishoudens in Vlaanderen volgens deze aanname is lager dan het totale aantal huishoudens gerapporteerd door de FOD Economie. Voor dit verschil wordt de dataset gecorrigeerd op het niveau van de gemeenten op basis van de statistieken van het aantal huishoudens per gemeente. Hiervoor wordt eerst de som gemaakt van het aantal huishoudens per gemeente op basis van het puntenbestand. Vervolgens wordt de factor berekend van deze som ten opzichte van het gerapporteerde aantal huishoudens door Statbel. Deze factor wordt vervolgens toegepast op alle adrespunten. Indien in een bepaalde gemeente bijvoorbeeld 5% minder huishoudens worden berekend op basis van het puntenbestand ten opzichte van de StatBel-statistiek, wordt op elke puntlocatie het aantal huishoudensmet 5% verhoogd. Dit gecorrigeerde puntenbestand wordt vervolgens opgeschaald naar een resolutie van 1 ha door voor iedere hectarecel de som te maken van het gecorrigeerde aantal huishoudens. Der Datensatz der Bevölkerung beschreibt den Standort und die Einwohnerzahl pro Adresse auf Basis einer Punktedatei. Diese Datei wird von Digitaal Vlaanderen (DV) auf der Grundlage von Daten aus dem nationalen Register erstellt. Der Standort der Adressen wird durch eine Geokodierung der Adressen auf Basis von CRAB (CRAB-Populationsnummern Version 0.1) ermittelt. Der Proxy für die Anzahl der Haushalte ist die Anzahl der Datensätze im Datensatz (d. h. die Anzahl der Adressen), deren Einwohnerzahl nicht gleich „0“ oder „NoData (-99)“ ist. Adressen, bei denen die Einwohnerzahl gleich 0 ist, sind Adressen aus der CRAB-Datenbank, die nicht im nationalen Register aufgeführt sind und in denen niemand wohnt. Adressen mit dem Wert „NoData“ sind Adressen, für die die Einwohnerzahl nicht genau bekannt ist. Dies ist beispielsweise bei Unteradressen der Fall, deren Grundgesamtheit im nationalen Register nur auf Hausnummernebene und nicht pro Unteradresse bekannt ist. Nach dieser Annahme ist die Gesamtzahl der Haushalte in Flandern niedriger als die Gesamtzahl der vom FÖD Wirtschaft gemeldeten Haushalte. Für diese Differenz wird der Datensatz auf der Ebene der Gemeinden auf der Grundlage der Statistik der Anzahl der Haushalte pro Gemeinde berichtigt. Dazu wird zunächst die Summe der Anzahl der Haushalte pro Gemeinde auf Basis der Punktedatei vorgenommen. Anschließend wird der Faktor dieser Summe im Verhältnis zur gemeldeten Anzahl der Haushalte von Statbel berechnet. Dieser Faktor wird dann auf alle Adresspunkte angewendet. Wenn beispielsweise in einer bestimmten Gemeinde 5 % weniger Haushalte auf der Grundlage der Punktedatei im Vergleich zur StatBel-Statistik berechnet werden, wird die Zahl der Haushalte an jedem Punktstandort um 5 % erhöht. Diese korrigierte Punktedatei wird dann auf eine Auflösung von 1 ha skaliert, indem die Summe der korrigierten Anzahl von Haushalten für jede Hektarzelle gebildet wird.
